Response.ThesubcommitteeworkevolvedfromdiscussionsfromanothersubcommitteethatwasfocusedontransitionalsharingaswellastheworkinggroupprocessthatwasconvenedundertheauspicesoftheCSMACtoprovidetechnicalanalysesofsharinginthe1695‐1710MHzand1755‐1850MHzspectrumbands.Thesetwoprioreffortsmadeclearthatitwouldbebeneficialtofindawaytomakediscussionsbetweengovernmentandindustrystakeholdersonspectrumissuesoccuronaregular,routinebasis.Suchmulti‐stakeholderdiscussionsweresuccessfulinhelpingtodevelopcollaborativeapproachesforthe1695‐1710MHz,1755‐1780MHzand3550‐3650MHzspectrumbands.EachofthesespectrumbandshavesincehadFCCproceedingscompleted.. InreviewingthequestionposedbyNTIAtothesubcommittee,itbecameapparentthatthereareanumberofareasthatNTIAcouldprioritizeforenhancedcollaborationrelatedtospectrumissues.Someoftheseareasarealreadyunderwayinothersubcommittees,andsomeareinformedbythepastprocessesinvolvingthe1695‐1710MHzand1755‐1780MHzspectrumsharingdiscussions. Inparticular,thesubcommitteemakesthefollowingrecommendations: 1.Furtherdevelopandconfirmclutterandterrainimpactmodelsthroughacollaborativeeffort,includingexistingorganizationssuchasNTIA’sBoulderlabs.
