AsI was about to say, Larry had fully3intendedto be here with us to kick this off, kick off4thislast meeting of the CSMAC, as well as to give5openingremarks tomorrow morning at the ISART meeting6downthe road. But,Larry is, as you all know, kind of8comingto the end of the administration.And Larry has9beentrying to figure out what he wants to do next with10hislife.Andso he's decided to follow his real dream11andtry to pitch for the White Sox. And,as a result, the first step in that is13hehad to get shoulder surgery last week.He says it's14arotator cuff,but we're all kind of skeptical.I15thinkthey're putting new muscle in there or something.16Butanyway he,unfortunately, is on restricted travel17forthree weeks.Sohe could not get out here. Sohe sends his regards and he sends me here19notjust with his welcoming, but with his appreciation20forall the hard work of this iteration of the CSMAC.21Lookingback at this CSMAC -- we're still having some22issuesI hear. ThisCSMAC, when you look back at it, has24spanneda remarkably transformative period in this25industry,if you go back and look, starting with last 1Januarywith the record-breaking AWS-3 auction, which2closedand set all sorts of records for money for the3treasuryand other things, but which also included rules4forproactive sharing that were developed through the5CSMACprocess. Thenlast April the FCC adopted truly7innovativetiered sharing arrangements for the 3.58gigahertzband,placing new sharing technologies truly9inthe mainstream of spectrum management.Ow, that10hurt.Idon't know if that was me. Thenthis year we're witnessing the first of12itskind incentive auction, an out-of-the-box effort to13createa win-win opportunity to repurpose spectrum for14brandnew services. Butperhaps the most remarkable sort of16transitionthat we've seen over this CSMAC's lifetime is17watchingthe idea of 5G wireless go from something of a18vagueconcept to something really real, underscored by19theFCC's recent Spectrum Frontiers order, which gives20theU.S.a tremendous competitive advantage in the next21technologycycle by putting to use millimeter wave22spectrumfor advanced wireless broadband, spectrum that23wasbarely on any of our radar screens when this CSMAC24convened. Sothis last meeting of the current CSMAC is 1abit of a transitional milestone itself in that we're2lookingboth backwards and forwards.On the one hand,3wecan take a brief moment to appreciate all of the hard4workthat all of you have put into this, the committed,5forward-lookingwork that is reflected in the final6recommendationsof the working groups that we heard at7themeeting two months ago, and then the work that's8reflectedin the reports, in the papers that we're going9tobe talking about today.
