Trump issued aPresidential Memorandumestablishing a national policy for the efficient and effective use of radiofrequency spectrum “tohelp meet our economic, national security, science, safety, and other federal mission goals nowand in the future.”1Among other things, thePresidential Memorandumrequired the Secretaryof Commerce, working through National Telecommunications and Information Administration(NTIA), and in coordination with the Office of Management and Budget (OMB), the Office ofScience and Technology Policy (OSTP), and the Federal Communications Commission (FCC),to submit an annual report “on the status of existing efforts and planned near- to mid-termspectrum repurposing initiatives.”2This is the initial report; it addresses activities and eventsduring a period beginning on January 1, 2018 and running through June 30, 2019.
