H.Funding Opportunity Description NTIAissuesthisNOFOtodescribe the requirements under whichitwill award grants for thesecond round of theTBCP, authorized bytheConsolidated Appropriations Act, 2021,Division N, Title IX, Section 905(c),Public Law 116-260, 134 Stat. 1182 (Dec. 27, 2020)(Act),as amended bythe Infrastructure Investment and Jobs Act,also known as theBipartisan Infrastructure Law,Division F, Title II, Section60201, Public Law 117-58, 135Stat. 429 (Nov. 15, 2021) (IIJA).TheTBCPprovidesnewfederalfunding for grantstoEligibleEntitiestoexpandaccess to and adoption of: (i)broadbandservice onTribalLand;or (ii)programs that promote the use of broadband to access remote learning, telework, ortelehealth resources.SeeSection A of this NOFO for the full description of this program. I.Funding Instrument Grant. J.Eligibility Section 905(a)(8) of the Act specifies thefollowing entities aseligible to receive grants pursuantto theTBCP: (i)a Tribal Government; (ii)aTribal College or University; (iii)the Department ofHawaiian Home Lands on behalf of the Native Hawaiian Community, including NativeHawaiian Education Programs;(iv)a Tribal organization; or(v)anAlaskaNative Corporation.There are several instances where applicants will need to obtain a Tribal Government Resolution.EachEligibleEntity must coordinate internally (which includes all departments, subsidiaries,etc.)in submitting itssingle application.In an instance where oneEligibleEntity is a subsidiaryof another (e.g., a Tribal Government and asubsidiary Tribal College or University), this shallnot affect the subsidiary’s eligibility to submit its own application, so long as it includes therequisite Tribal Government Resolution.EligibleEntities that previously receivedTBCPgrantfunding may apply for additional grant funding pursuant to thisNOFO.SeeSection C of thisNOFO for additional information concerning the eligibility requirements for this program. K.Anticipated Amounts NTIA will makeapproximately$980,000,000availablein this NOFOfor federal assistanceunder theTBCP.1Section 905(c)(3)(A) of the ActdirectsNTIAtomake availablenot less than3percent of the amounts appropriated under subsection (b)(1)for the benefit of NativeHawaiians.Accordingly, NTIA allocatednot less than$30,000,000 to the Department ofHawaiian Home Lands(DHHL)on behalf of the Native Hawaiian Communityin the June3,2021 TBCP NOFO(i.e., the first round of funding). IIJA appropriatedan additional$2 billion innew funding forgrantsunder this program; thus, NTIA will allocate3 percent of this amount, or$60,000,000,toDHHLon behalf of the NativeHawaiianCommunity.Thus, the total TBCPallocationfor
