These structural transitions impact society-at-large, through housing, safety and comfort, mobility, healthcare, financing and infrastructure development. Despite these overlaps,climate and ageing are still largely addressed as disparate issues•Secured and Empowered:Many older adults remain asset-rich but cash-poor. Reverse mortgage adoption remains towards an inclusive net-zero, climate-resilient future, supportingthe silver economy to better care for an ageing population. Thisstudy seeks to bridge Hong Kong’s green and silver economyagendas by aligning our focus on climate, urban development,built over the past decade.•Connected and Contributive:Older adults increasingly wantto remain socially and economically active, yet participation pathways remain limited. Many elderly services continue torely on age-segregated programming rather than integratingolder adults into mainstream community, civic, and blocks in the green and silver economy agendas, these include:the Climate Action Plan 2050, the Working Group on Promoting the Silver Economy, Smart City Blueprint 2.0 initiatives, upcomingeHealth reforms[1], and digital inclusion measures targeting theelderly[2]. These are further enhanced by our deep capital markets, amaturing gerontechnology ecosystem, and established communitynetworks. When benchmarked against regional and global peersTo address these gaps, the report proposes eight priority areas,including:•Affordable indoor environment and safety improvements forelderly households settings silver economy. With demographic ageing and mounting climatechallenges, Hong Kong has an opportunity to strengthen societal•Incentivised adoption of universal design and climate- resilient standards in new developments climate-resilient, and age-friendly infrastructure.•Climate-adaptive outdoor and community spaces inclusion we envision four core outcomes for older adults accompanyingthe green economy: Safe and Comfortable, Mobile and Included,Secured and Empowered, and Connected and Contributive. •Silver finance & investment toolkit modelled on green finance& investment mechanisms relocation decisions community and economic life extreme heat and poor ventilation, with risks concentratedamong elderly residents in subdivided units and ageing walk-up buildings, where fragmented ownership has slowed even city for green-silver innovation.
