1H26 CIO Survey: 2026 OutlookMaintained The 100 responses to the Barclays 1H 2026 CIO survey weresubmitted during Spring 2026 and indicate spendexpectations at 3.8% for 2026, the same as the expectationscollected in 2H25. CIO expectations 2026.Growth expectations for 2026 in this survey stayed roughly flat at 3.8%,sustaining our last 2025 spend expectations and initial 2026 expectations collected in our lastsurvey. Given memory market dynamics, continuedtariffexposure and overall macrouncertainty, we are encouraged that spending expectations remain stable. Looking at regions,North America is expected to drive strength with continued weakness in EMEA. Enterprises withIT budgets <$100M should drive more of the uptick, and enterprises with IT budgets within the$100M-$500M range expect 8% lower spend. Notably, large enterprises (IT budget >$1B) expect22% higher spend. Airlines/Transportation, Hospitality/Entertainment, Education, and Oil/Gas/Utilities industries are expecting the most spend acceleration in 2026. Based on the surveyresults we collected on AI-related IT spending since introducing the question in 2024, weobserved a positive correlation between % of AI-related spend and total IT spend (in 1H24survey, AI-related spend as a % of total spend is 3.4% and total IT spend was 3.1%; in 1H25survey, both increased, to 3.8% and 3.3%, respectively; in 1H26 survey, both has gone up again,to 4.8% and 3.8%, respectively), and we believe AI could be one of the factors contributing tothe higher overall IT spend. Within this, the magnitude ofgrowth expectations picked up on the high-end for both Public Cloud and Private Cloudspending, with the percentage of CIOs expecting Private cloud spending to tick up 7pts vs. the2H25 survey.Softwareapps interestingly saw an increase in the mix of respondents expectinggrowth, whilesoftwareinfrastructure saw a slight downtick and BI/analytics growthexpectations normalizedafterasofter2H25 reading. Within apps, ERP tools were highlighted tobe the top priority in spending decisions, while CRM and Communications/Collaboration toolssaw declines. This period's reading for AI spending priority was similar to last period, with theCIOs surveyed continuing to prioritize AI spend on Security, Services, andSoftwareapplicationsvs.Softwareinfrastructure.Microsoftcontinued to screen well this half: maintaining its #1position amongst cloud providers, seeing a strong uptick in spending expectations due to AI,and staying competitive in other instances. IT Hardware takeaways.The overall outlook for 2026 was maintained compared to lastsurvey's expectations. Communications and Storage continue to be the strongest verticals, butmost other verticals exhibited y/y flat or downticks. Repatriation of workloads back from publiccloud remains strong, though overall public cloud spending remains dominant (63% spendingexpectations maintained from last survey). Storage and Communications were again mostfavorable overall, which aligns with our positive stance onArista,HP Enterprise,DellandNetApp. More granular detail herein.The survey responses have been presented in the original formand have not been altered.
