Preamble The Digital Policy Office (DPO) of the Governmentof the Hong Kong SpecialAdministrative Region (the HKSAR Government)has commissioned the Hong KongGenerativeAIResearch and Development Center (HKGAI), which was establishedunder the funding support of InnoHK,toassist in research andformulation ofthe “HongKong Generative Artificial IntelligenceTechnical and ApplicationGuideline”, so as toprovide relevant codes and practiceson thetechnology and theuse of generativeartificial intelligence (AI)technologiesfor reference by various sectors. This Guideline documents the technical background and governance principles ofgenerative AI, and provides a practical guide to Technology Developers, ServiceProviders and Service Users. TheDPO will continue to review the latest technologies and applicationdevelopment related to generative AI and update the content of the guideline regularly.Through the collaborated efforts of Technology Developers,ServiceProviders, ServiceUsers and other broad stakeholders, generative AI can better serve Hong Kong’s society,bringing more convenience and welfare to the public.
