The-2029translates thepolitical prioritiesset in thePolitical Guidelines of President von der Leyeninto generalobjectives. This process ensures institutional coherence, enhances accountability, and aligns theactions of all Commission services with the strategic vision of the mandate. Within this framework, each Commission service has developed astrategic outlook for2025-2029intheManagement plan 2025.This outlook defines a set of multiannualobjectives and indicators to measure progress towards their achievement. These will be usedfor planning and reporting on performance throughout the period. The2026 management plansets out what the Directorate-General for Migration and HomeAffairs (DG HOME)intends to deliver this year to contribute to these multiannual objectives(part 2). It also describes howDG HOMEwill contribute to the common objective of building amodern and sustainable public administration (part 3). The main outputs with their indicatorsand targets are presented in Annexes 1 and 2. The chart below illustrates the performance framework forDG HOME. General Objective 2 'A new era for European Defence and Security' Specific Objective 2.1.:A safer and more secure Europe KeyPerformanceIndicator2.1.1.:Enhancedcooperationandinformationexchangebetweenlawenforcementauthorities,measuredbytheuseofEUanddecentralisedinformationexchangedatabasesandmechanismsSpecific Objective 2.2.: An effective asylum and migrationmanagement policyKeyPerformanceIndicator2.2.1.:Returnofmigrantswithnorighttostay,measuredbythereturnrateKeyperformanceIndicator2.2.2.:Effectivepathwaysforlegalmigration,measuredby the number of persons admitted via the different legalmigrationchannelsSpecific Objective 2.3.:A fully functioning area of free movementKeyPerformance Indicator 2.3.1.:A well protected external border,measuredby the gradual establishment of the European Border andCoastGuardstandingcorps priorities in 2026 ProtectEUthe European Internal Security Strategy(1)and actions for the next years to ensure a safer and more secure Europe. DG HOMEwill alsosupport the implementation of all aspects of thePact on Migration and Asylumto ensure itbecomes operational by mid-2026. In parallel, DG HOME will continue supporting MemberStates on the ground with migration-related challenges, including providing support to peoplefleeingtheRussian aggression inUkraine.DG HOME will continue its efforts to maintainafully functioning Schengen areawithout internal borders, by adapting to new threats andchallenges, including geopolitical instability andsecurity risks.
