It captures the maturity of four critical GovTech 1.CoreGovernment Systems(17 key indicators)coverscritical dimensions for a whole-of-government approach,including government cloud, interoperability framework, 2.Online Public Service Delivery(9 key indicators) measuresthe maturity of online government portals, with a focus oncitizen centric service design, and universal accessibility, as 3.DigitalCitizen Engagement(6 key indicators)coversimportant aspects of public participation platforms, citizen 4.GovTech Enablers(16 key indicators) include dimensionssuch as strategy, institutions, laws and regulations, digitalskills, as well as innovation policies and programs to foster The GTMI is the simple average of the normalized scores of these four components.Based on the maturity of GovTech focus areas, economies are grouped into fourcategories.3The purpose of grouping is to illustrate the state of GovTech focus The GTMI is not a ranking but an overview that offers information on globalGovTech practices, serving as a reference to help design digital transformationinitiatives. To achieve this, the GTMI 2025 update utilizes two data sources:self-reported survey responses from 158 participating economies and publicly whilelow-income ones have regressed,andregional disparities persist as Europeand Central Asia, and North America lead in •GlobalGovTech progress since 2022 hasbeen positive but uneven:This period showsa widening digital divide marked by the growing limit transparency and accountability, but alsogovernment-citizencollaboration.However,there have been improvements in the adoption •CoreGovernment Systems Index(CGSI): Notable progress was achieved in adoptingGovernmentCloud,Enterprise Architecture,InteroperabilityFrameworks,and ServiceBus also known as Interoperability Platforms.Since GTMI 2022, between 16% and 20% of GovTech Enablers Index (GTEI):Significantprogresswas reported in the developmentofGovernmentStrategiesforDigitalTransformation, Public Sector Innovation, andDigital Skills, with 25% to 26% of countriesshowingimprovement compared to 2022 •Public Service Delivery Index (PSDI):Thepast three years have witnessed an increasein digital public service delivery as reflectedby the adoption in over 75% of economiesofTax Online Service Portals,E-Filing forTax/Customs,e-PaymentServices,and Reporting on GovTech Uptake and Usage: Overall, there has been a sustained increasein the development and implementation ofGovTechpolicies,systems,technologies, •DigitalCitizen Engagement Index(DCEI): CivicTechapproaches generally lag behindotherGovTech focus areas as challenges The results of GTMI 2025 show an upward trendwhen compared to the 2022 findings.
