Thisincludes sharing best practices and knowledge,pooling risks and expertise, as well as promotingpro-business regulatory policies and standards toenable transformational change at speed and scale. a central role in advancing the TIC agenda. As partof a global ecosystem of technology governanceinnovators, MYCentre4IR supports Malaysia’sambition to lead in sustainability, the energytransition and digital transformation, and has beeninstrumental in anchoring TIC’s momentum inMalaysia and across the Association of SoutheastAsian Nations (ASEAN). As chairperson of ASEAN in 2025, the Prime Ministerof Malaysia, Datuk Seri Anwar Ibrahim, announcedthat TIC will be adopted as a national agenda,uniting companies and public institutions to drivesustainable economic growth and development.Recognized as a national priority under the MalaysiaDigital Economy Blueprint and aligned with theNational Fourth Industrial Revolution Policy, NationalIndustrial Masterplan and National Energy TransitionRoadmap, TIC strengthens Malaysia’s efforts toscale industrial transformation and accelerate theshift towards a more sustainable, competitive anddigitally enabled economy. Building on this mission, the TIC is also supportingthe green transition of hard-to-abate industrialsectors, such as the production of concrete,aluminium and steel, which account for nearly 30%of global Scope 1 and 2 greenhouse gas (GHG)emissions. This rises to nearly 40% when includingthe hard-to-abate transport sectors, namelyaviation, shipping and trucking.2 Today, TIC supports a rapidly expanding globalnetwork of 40 signatory clusters in 20 countries,contributing $508 billion to global gross domesticproduct (GDP), sustaining 4.6 million jobs andcarrying the potential to reduce carbon dioxideequivalent (CO2e) emissions by 877 million tonnes.3This is equivalent to the ninth-largest emitterglobally, if it were a country.4 Inspired by this bold and strategic vision, this papertakes a close look at how industrial clusters cancatalyse more inclusive, resilient and sustainablegrowth among ASEAN economies. By sharinginsights and practical pathways forward, thispaper seeks to highlight the opportunities fortrade, business and investment partnerships forpolicy-makers, public institutions, industry players,investors, and development partners in shapingand participating in a very exciting chapter ofASEAN’s green transition and development.
