On 10 June2022,the Council adopted the Roadmap for the accession of Peru to the OECD Convention[C/MIN(2022)24/FINAL] (the Roadmap) setting out the terms, conditions and process for accession to theOECD. The Roadmap provides that in order to allow the Council to take an informed decision on theaccession of Peru, Peru will undergo in-depth reviews by the OECD technical committees listed in theRoadmap, including the Regional Development Policy Committee (RDPC). The report was prepared to support the accession review discussion of the RDPC with Peru.In accordancewith paragraph 28 of the Roadmap, the RDPC agreed to declassify this report and publish it under theauthority of the Secretary-General, in order to allow a wider audience to become acquainted with itscontent. Publication of this document and the analysis and recommendations contained therein do notprejudge in any way the outcome of evaluations conducted as part of Peru’s accession process to theOECD. The methodology employed for the preparation of this report combined desk-based research and datacollection as well as on-site information gathering including the Secretariat’s fact-finding mission on 8-12July 2024,and bilateral teleconferences. The report also reflects information provided by Peru in October2023 to the RDPC Accession Background Questionnaire, as well asrelevant OECD reports, notably the2016 study OECD Territorial Review of Peru.
