About the Authors Paul Samson is president of CIGI, working oninternational governance with a focus on policysolutions for the digital era. He was previouslya senior official with the Government ofCanada, including at the deputy minister level.Among other positions, Paul served as Canada’sdeputy for finance at the Asia-Pacific EconomicCooperation (APEC) forum and as long-timeco-chair of the G20 Framework Working Groupon the global economy. Earlier in his career, heworked at several think tanks and universities inGeneva; Washington, DC; Oslo; and Boston. Paulcompleted a doctorate and an M.A. in internationalrelations at the Graduate Institute, Geneva, anda B.A. at the University of British Columbia.He completed post-doctoral studies in globalenvironment assessment at Harvard University. Xingqiang (Alex) He is a CIGI senior fellow. Alexis an expert on digital governance in China,the Group of Twenty (G20), China and globaleconomic governance, domestic politics in Chinaand their role in China’s foreign economic policymaking, and Canada-China economic relations. Prior to joining CIGI in 2014, Alex was a seniorfellow and associate professor at the Instituteof American Studies at the Chinese Academy ofSocial Sciences (CASS) and a visiting scholar at thePaul H. Nitze School of Advanced InternationalStudies, Johns Hopkins University, in Washington,DC (2009–2010). Alex was also a guest researchfellow at the Research Center for DevelopmentStrategies of Macau (2008–2009) and a visitingPh.D. student at the Centre of American Studiesat the University of Hong Kong (2004). Alex is the author ofThe Dragon’s Footprints:China in the Global Economic Governance Systemunder the G20 Framework, published in English(CIGI Press, 2016) and Chinese editions, andco-author ofA History of China-U.S. Relations(Chinese Social Sciences Press, 2009). Alex haspublished dozens of academic papers, bookchapters, and newspaper and magazine articles.
