The European Commission has adopted an implementing decision on financing and adopting the Action Programme for the Turkish Cypriot community for 2025. The decision is based on the Treaty on the Functioning of the European Union, Regulation (EU, Euratom) 2024/2509, and Council Regulation (EC) No 389/2006. Key points include:
- The programme aims to promote social and economic development, infrastructure development, reconciliation, confidence-building measures, and legal alignment with the EU acquis. It also supports the settlement process and preparation for the withdrawal of the suspension of the acquis in Cyprus.
- The maximum Union contribution for the programme is set at EUR 33,721,307, financed from budget line 05.04.0100 of the general budget for 2025. These appropriations may also cover interest due for late payment.
- Cumulated changes to allocations to specific actions not exceeding 20% of the maximum Union contribution will not be considered substantial, provided they do not significantly affect the nature of the actions or the objective of the work programme.
- Implementation of actions via indirect management may be entrusted to entities or persons specified in the Annex, subject to the conclusion of contribution agreements and compliance with financial interest protection measures.
- Grants may be awarded without a call for proposals to selected bodies under specific conditions outlined in the Annex.
- The measures are in line with the opinion of the IPA III Committee.
The decision ensures flexibility in programme implementation while adhering to financial regulations and promoting economic and social development in the Turkish Cypriot community.
