TableofcontentsSection1:TheStrategicContext–ATechnology-DrivenWorldExecutiveSummaryWorkforceTrendsInfluencingCISOsTodayTheChangingFacesOfCybersecurityATripleHelixApproachToAddressingTheCyberHumanCapitalChallengeSection2:CyberCapabilityBuilding-NationalChallengesAndSolutions 060418223410 04ExecutiveSummaryThemodernworldisbeingshapedbyextraordinarytechnologicaltransitionsanddigitalinnovation.Thisremarkablepaceofchangeisbeingfueledinpartthroughrapidexpansionandexponentialgrowthofthedigitalspace.Thesechanges,accordingtotheWorldEconomicForum(2016)arefuelingwhatisbeingcalledtheFourthIndustrialRevolution,wheredigitaltechnology,theInternetofThings(IoT),andcyber-physicalsystemswillcometoimpacteveryfacetoflifeasweknowit.1Today,alreadywelldownthepathoftheFourthIndustrialRevolution,westandataninflectionpoint.Artificialintelligence(AI)andmachinelearning(ML)coupledwithdevelopmentsincomputing,moderndigitaldesign,andmanufacturing,arepropellinganewIoT,whichisgloballyandinstantlyinterconnectedthroughtheinternet,theWorldWideWeb,and beyond.Digitaltransformationhastakencenterstageandcannotbeevaded.Whathasbeen coinedas‘thecyberworld’surroundseverythingwedo.Itencompassesourworklife,ourdailylivingpractices,andevenoursocialactivities.However,alongwithitsextraordinaryadvantagescomesitsanticipatedperils,faults,andchallenges.Howcantheworldeffectivelyprotectitsbestinterestsinsuchacomplicateddigital/cyberdomain?Compoundedwiththeaforementionedchallenges,we havecome torealizethatweareneitherfullyequippedtoculturallyortechnicallyexploittheseopportunities,norareweable toeffectivelydefendourselvesfromthethreatsthatcomealongwithit.Itisatthispointthatweareobligedtoemphasizethepotentialcyberthreatsofourtime,andworkonequippingourselvestofightthem.Cybersecurity,whichin essencereferstothepracticeofsafeguardingcomplexcriticalsystemsandsensitivedatafromdigitalattacks,isanareaofexpertisethatisinvaluablenowadays.Sowhyarewestillsoill-equippedinthecyberskillsdomainandwhereshouldthefocusbeplacedintocloseinonthisimpendingcyberskillsgap?Thetimehascometolooktowardsoureducationsystemasanecessarystartingpoint.Ironically,consideringeverythinghasalreadygonedigital,globaleducationsystemsarepredominately gearedtowardsthe3classicRs(reading,writing,andarithmetic),ratherthanscience,technology,engineering,andmathematics(STEM).Unfortunately,wecontinue to viewdigitalskillsasaspecialtygearedmainlytotech-savvyindividuals.Theskillsgaphascreatedaburgeoningindustryforcybersecurity,butisstrugglingtomatchexpansioninvulnerabilitiesgeneratedfromthedynamicandwellrewardeddigitalandsoftware-drivengrowth.Ifthereisonecertaintyinthispicture,itisthattheuseofAIandMLbyadversarieswillexponentially increase vulnerabilitiesacrossthedigitallyintegratedfutureworld,unless thereisafundamentalrebootofoureducationalfocustoalignittotheworldoftodaybygoingbeyondsimplyaddingcoursesandtraining.Weneedtowitnessanewshiftintheinclusionoffoundationalskillsandaptitudesthatweteachtofuturegenerations.Afailureto focuson,andinvestin,securedigitaleducationwillcreateanacceleratingandunmanageablerisktotheprosperityandsecurityagendasofeverystateandnationacrosstheglobe.Securesoftwareandcodingmustbecomeacoreskilltaughtfromearlychildhoodthroughhighschoolasarequiredpartofthecurriculumalongside theclassicsubjectsofreading,writing,andarithmetic.Byembeddingawareness,skills,andconsequencesofonlinelearning,working,andsocializingthroughouttheeducationalsystem,innovatorsandtheworkforceofthefuturewillcreateaconvergence,ratherthanadivergence,indigitalopportunityandsecurity.Theclockisticking:nowisthetimetotakefullaction.Acrossthefullspectrumofacademia,government,andtheprivatesector,weareseeingmovementtowardsshiftingenterprise,regional,andnationaleducationalsystemsandawareness,yetthepaceofchangeiswellbehindthetechnologicaldevelopmentsneededtoprotectfromthedigitalworld’smostneglectedthreat:humans.Leadershipingovernmentneedstostepuptheeffortstochangeeducationalparadigmsandimprovelongtermoutcomes;thiswillrequirereimaginingtheeducationalsystemforchildren,adults,andlifelonglearners.Evenforindividualsthatmaynotdirectlybeinvolvedinthedevelopment,administration,orapplicationof advancing digitaltechnologies,thisistheonlywaytocountertheweakestlinkinthesystem:thehumanbeing.
