ENVIRONMENTAL SUSTAINABILITY GOVERNMENT EXCELLENCE Qatar’s modernization and strength of its energy sectorgoes hand in hand with sustainable economic growth.Theauthorities aim toenter emerging low-carbon energy fieldsand expand its position in low-emission productsthroughthe introduction of a blue-ammonia plant andcarbon-capture technologies. Qatar’s performance in executing NDS1 and NDS2, whichincluded challenges, informed the preparation of NDS3.The past two strategies encountered bottlenecks likelimited human resources and know-how, confoundinginstitutional mandates, and project overruns, which havebeen iteratively mitigated via institutionalizedknowledge-transfer and resource allocation. Today NDS3also looks to grant more attention to previouslyunderprioritized areas, like charity and communitydevelopment organizations, in its endeavor to increasehuman capital formation. NDS3 outlines a plan to improve the business environmentwithin Qatar.These include investor-friendly regulatoryenvironment; efficient infrastructure; top-notchgovernment-to-business services; increased access tofunding for the private sector; strengthening tradeecosystem and global partnerships; and improvingcompetition. Through private sector-led innovation, Qatar aims toincentivize businesses to increase their research anddevelopment activities,especially large local enterprisesand multinational companies.
