However, there are essential steps we need to take to kickstarteconomic performance – by asking what both government and the sector can do to encourageand facilitate scale-ups and high-growth firms who will deliver that innovation and growth. What has become obvious is we urgently need to review thelandscape of incentives and support for SME manufacturers– and in this survey-led report, we simplify those efforts byfocusing on the fundamentals: skills, finance, and trade. they have the potential to scale up during their “valley of death”period, the most challenging moment in the business cyclewhen investment must accelerate to scale up production. On delivering support itself, we might also learn from theBürokratt system employed in Estonia, a cybersecure,one-stop shop, for digital public service provision. By usingArtificial Intelligence (AI) to leverage the data the ONS andHMRC already collect on UK companies (such as tax returns,employment levels, and industry sector) we can micro targetrelevant, tailored, information on opportunities and supportto companies at the stage in the business cycle and growthjourney when it is most relevant to them. This would overcomethe communication blockages which have been a barrier toawareness and uptake and could offer a step change in howbusinesses engage with state services. By providing real-time, data-driven insights, we can ensure that companiesreceive the right information at the right time, reducingadministrative burdens and enhancing decision-makingby fostering a more dynamic business environment. Thisapproach would not only improve accessibility to businesssupport resources but also drive increased productivity,innovation, and overall economic growth. This report sets out to understand what kinds of supportare available in the UK for scaling-up and high-growthmanufacturing SMEs, and whether they helped companies inachieving that growth. By understanding ‘what works, we canoffer suggestions on how the overall system of support couldbe better delivered to support targeted SME growth. The vast majority of UK manufacturing companies are SMEs.Yet despite the sector’s strength as a high-skill, high-wageemployer, many SME manufacturers remain constrained intheir ability to scale up and achieve their full potential.Some of this is an awareness hurdle. Numerous key publicsupport schemes exist to help businesses adopt newtechnologies and invest in innovation and yet the surveyindicates surprisingly limited awareness of such programmesamongst SMEs. Despite how ambitious they are for growth, many smallcompanies also do not have the internal resources to identifyand understand which types of schemes are relevant tothem. While application to approval times can often be timeconsuming, especially for dynamic businesses. A responseshould be developed to address those problems head on.The prize is significant. Our projection, based on this analysis,estimates that solving the barriers to accessing finance,addressing awareness barriers, and the inaccessibility ofsupport, could result in the manufacturing sector increasinginvestment capital and R&D by an additional £9.2 billion. Oursolutions are targeted to these challenges. Growth is desirable, achievable, and deliverable throughsupporting SMEs. While public support has become toocomplex to engage with for businesses, our survey results urgeus to go back to the basics and to provide the sparks that willunleash industrial transformation and economic growth. On people, there is an urgent need for reform acrossapprenticeships and the skills system. We must radicallyimprove transparency and accountability in skills fundingthrough the transition to the Growth and Skills Levy.
