АНОТАЦІЯ АналітичнийоглядприсвяченовпровадженнюпроєктуGlobalEntrepreneurshipMonitor(GEM)вУкраїнітайогороліурозвиткунаціональної підприємницької екосистеми. В умовах воєнного стану танеобхідностішвидкоїадаптаціїбізнесудоновихреалійкритичноважливим є отримання об'єктивних даних щодо стану та перспективрозвитку підприємництва в країні.Документпоєднуєакадемічнийтапрактичнийпідходи, представляючи методологію GEM, результати досліджень екосистемипідприємництва та рекомендації для ключових стейкхолдерів. Особливаувага приділяється інтерпретації понятійного апарату та інструментаріюметодології GEM, що сприятиме формуванню наукової репутації проєктусеред цільової аудиторії в Україні.Ключовим аспектом дослідження є дотримання основних цінностей GEM: чесності, професіоналізму та неупередженості у наданні інформаціївсімзацікавленимсторонам.Спеціальніобстеженнянаціональногоконтексту розвитку підприємництва формують основу для розробкирекомендацій щодо вдосконалення екосистеми та обґрунтування рішеньполітиків і урядовців.МетодологіяGEMдозволяєпровестикомплекснийаналіз підприємницького середовища через опитування дорослого населення(APS) та національних експертів (NES), що забезпечує всебічне розумінняяк поточного стану, так і перспектив розвитку підприємництва. ІндексNECIнадаєможливістьпроведенняміжнароднихпорівняньтавизначення позиції України у глобальному підприємницькому просторі.Участь України в Global Report відкриває унікальну можливість поширювати у світі об'єктивну інформацію про особливості розвиткунаціональної екосистеми підприємництва в умовах війни. Підприємці таполітики зможуть використовувати ці дані для прийняття стратегічнихрішень щодо спрямування ресурсів та впливу на дії зацікавлених сторін,щоособливоважливовперіод,колипідприємництвовизнаєтьсяключовим рушієм відновлення економіки та розвитку суспільства. ABSTRACT The analytical review ("white paper") focuses on implementing theGlobal Entrepreneurship Monitor (GEM) project in Ukraine and its role indevelopingthe national entrepreneurial ecosystem.Under martial lawconditions and the need for rapid business adaptation to new realities,obtaining objective data on the state and prospects of entrepreneurshipdevelopment in the country is critically important.The document combines academic and practical approaches, presenting GEMmethodology,entrepreneurship ecosystem research results,andrecommendations for key stakeholders. Special attention is paid to interpretingGEM's conceptual framework and methodological tools, which will contributeto building the project's scientific reputation among the target audience inUkraine.A vital aspect of the research is adherence to GEM's core values: honesty, professionalism, and impartiality in providing information to all stakeholders.Special surveys of the national entrepreneurship development context form thebasisfor developing recommendations to improve the ecosystem andsubstantiate decisions by politicians and government officials.TheGEM methodology enables a comprehensive analysis of the entrepreneurial environment through Adult Population Survey (APS) andNational Expert Survey (NES), providing a thorough understanding of thecurrent state and prospects of entrepreneurship development. The NECI indexenables international comparisons and determination of Ukraine's position inthe global entrepreneurial space.Ukraine'sparticipation in the Global Report provides a unique opportunityto disseminate objective information worldwide about thepeculiarities of the national entrepreneurship ecosystem development duringwartime. Entrepreneurs and policymakers can use this data to make strategicdecisions about resource allocation and stakeholder engagement, particularlywhen entrepreneurship is recognised as a key driver of economic recovery andsocietal development.
