Question 1 •From a commercial industry perspective, what are thekey characteristics it considers in evaluating thedesirability of a particular frequency band as acandidate for licensed (exclusive or shared) andunlicensed spectrum? •Response: The key factors when industry looks toevaluate particular spectrum bands are divided intoseveral categories: (1) propagation and coverage; (2)capacity; (3) contiguity; (4) international harmonization(scale); and (5) incumbency issues. In general, no singlespectrum band will meet every requirement for aparticular use, given the diversity of industryrequirements and use cases. Relative priority for each ofthese characteristics is likely to vary based on industryand use case. Question 2 •What are the technical and operational impacts of contiguousversus non-contiguous spectrum to satisfy commercialrequirements? •Response: The subcommittee addressed this question for the IEEE802.11 family (Wi-Fi, et al), 4G LTE (and 5G to the extent known),and commercial satellite systems. •In general, there are several themes that are consistent acrosstechnologies: oSystems using contiguous spectrum can be designed to use more channels than two separatetranches of spectrum of the same total size.oLarger channels provide benefits that smaller channels do not, for example, larger channelsproduce lower power spectral density or improve geolocationoEngineering complexity is substantially reduced with contiguous spectrum.oBroad channels enable the use of technologies that increase data throughput rates.oWhile it is possible to aggregate spectrum from different bands, aggregation comes at a cost toperformance. Question 3 •When industry describes its need for low-, medium-,and high-band spectrum, what should weunderstand to be the definitions for those broadfrequency ranges and the rationale for selectingthe boundaries between each? •Response: Definitions for frequency ranges aredynamic and subject to change based on usecases and technology evolution. Thesubcommittee provided details (in the currentenvironment) that helped to define thecharacteristics of low, mid, and high bandspectrum. Question 4 •To what extent does the channel bandwidth needed forany given deployment vary depending on whether thedeployment is low, medium or high band spectrum? •Response: The channel bandwidth needed for a givendeployment (set of intended applications) does not varydepending on whether the deployment is in low,medium or high band spectrum. Instead, channelbandwidth is normally determined based on spectrumavailability and economics. Those factors in turn drivethe set of intended applications that can be supportedin the available channel bandwidth. Question 5 •What commonalities or compatibilities between federaland commercial applications could be exploited tomaximize the potential for sharing between federal andnon-federal users? These might include, for example,applications that could coexist (technically and/oroperationally) or common technologies. •Response: The potential compatibility for a wirelesssystem to share spectrum depends on several factorsincluding the following: oThe technical capacity for wireless technologies to share spectrum and coexistoTechnical support for cohabitation of spectrum including certified supportsystemsoFeasibility of upgrading incumbent systems to support spectrum sharingoSupport for operational de-conflictionoTrust between operators / users Recommendations •Recommendation 1:The subcommittee recommends that NTIA giveconsideration to the following key characteristics when reviewingpotential new spectrum bands for reallocation or use by the commercialindustry: (1) propagation and coverage; (2) capacity; (3) contiguity; (4)international harmonization (scale); and (5) incumbency issues. Thesubcommittee would note that relative priority for each of thesecharacteristics is likely to vary based on industry and use case. •Recommendation 2:The subcommittee recommends that NTIA makeevery effort to focus its efforts to identify opportunities for eitherrepurposing or sharing of federal spectrum on bands that are contiguousto existing commercial spectrum uses. •Recommendation 3:The subcommittee recommends that NTIA notattempt to rigidly define low, mid, and high band spectrum bands as thismetric is dynamic and ever changing. •
