PresidentJohn Dramani Mahama and the Government’s RESET agenda.1Initiatives by the Government andMinistry of Communication, Digital Technology and Innovations (MCDTI) include a review of theexisting legislative and regulatory framework, developing a new National Digital Transformation andEmerging Technology Strategy and National Artificial Intelligence Strategy.2 This study identifies opportunities for further digitalisation in Ghana and estimates the potentialeconomic value that could be unlocked by adopting digital technologies across key sectors ofthe economy.It identifies how these opportunities can be supported through policy reforms in thetelecommunications sector which play a critical role in the digitalisation process. The telecoms sector in Ghana has made steady progress in recent years.However, bold policyactions are required to accelerate digital adoption, reduce the cost of supply and promote investmentin both mobile money and mobile broadband services. This report identifies key policy recommendations for consideration in the review of the regulatoryframework and development of digital transformation and AI strategies by the Governmentand MCDTI.These policy reforms could close the usage gap from the current level of 62% of thepopulation to 46% in 2029 - at which point, 54% of the population would be connected to the mobileinternet marking a major milestone for Ghana’s development (Figure 1). The priority policy reforms include: •Mobile tax reform.Reduce sector-specific taxes on the mobile industry and mobileconsumers, and maintain the government’s recent decision to remove the E-Levy (onelectronic money transfers) from April 2025. This will feed directly into lower retail priceswhich will boost adoption and usage of mobile broadband. •Infrastructure Investment.Create a sustainable investment environment for digitalinfrastructure by implementing the following measures: publishing a spectrum roadmapthat includes 5G spectrum, technology neutral licences and spectrum assignment, and amarket-led approach to 2G and 3G network sunsetting; defining infrastructure deploymentrules; providing increased access for Mobile Network
