Governmentsmust be continuously planning for a 20-50 yearshorizon to address the complex problems oftoday.The GovTech Prize recognize those fearlessGovernments that exhibit boldness in adoptingthe latest technologies in their aim to tackle someof the toughest challenges.Through this study, the UAE Prime Minister Officeaims to accomplish several key objectives:—Showcase innovative government-relatedinitiatives that have a strong impact and helpaddress evolving local and global challenges—Recognize innovative governments thathave been at the forefront of innovation andencourage their efforts—Inform World Government Summitcommunity about the bold innovations thatcould be replicated globallyWhile innovation is a continuously evolvingjourney, it is important to recognize these boldstep taken by governments towards majorsocietal impact.EncourageGovernments tobe “futuristic”and at theforefront ofchange The journeyto finalists’selectionApproach The 2022 GovTech Prize is structured alongseveral themes:—Health and Wellbeing:address andimprove physical, mental, and socialwellbeing of individuals—Refugees:support and facilitate refugees’quality of life—Climate Change:contribute to initiativesaimed to protect the environment—Remote Learning:push the learningagenda particularly in the midst of thelatest pandemic through innovativesolutions—AI Powered Government Services:streamline, expand and improve thegovernment-citizen interaction modelthrough Artificial Intelligence basedsolutions—Unique Breakthroughs:adopt technologyto address issues related to other areas ina unique and distinctive wayIn order to establish the finalists and bestcandidates for each thematic area, a 3-stepsapproach was followed.Selecting thebest ideas 10A research process was kicked off,aiming to explore innovative solutionsadopted or supported by Governmententities across the defined thematicareas. The research covered innovationreports, Government entities publicationsand other material with the purposeto identify relevant case studies. Theoutcome yielded a long list of 250+ casesfor the selected themes across more than60 countries worldwide.The long list of case studies wasanalyzed and evaluated across five maindimensions:—Level of innovation:measuring theadoption of novel approaches andtechniques leveraging technology toprovide solutions in a streamlinedand more efficient manner—Impact:describing the abilityfor the solution to solve stickyproblems affecting a large part ofthe population, providing tangiblebenefits—Maturity:evaluating the readinessand robustness of the solution and itslevel of adoption—Scalability and replicability:assessing the possible extension andadoption of the solution to broaderaudiences/geographies and/or othercontexts—Sustainability:considering boththe cost-effectiveness and financialviability of the solution, as well as itsecological impact and footprintA.B.ApproachThe journey to finalists’ selection C.This approach narrowed-down the longlist of case studies to 90+ across allthemes. It is noteworthy to mentionthat a flexible appraisal methodologywas adopted to also consider, forexample, case studies with high levelof innovation, but where impact hasnot been yet measured at scale, witha promising potential to create strongdisruption. This flexibility helped tokeep in sight solutions that otherwisecould have been discarded despite theexistence of unique and distinctive traits.As a result, an independent panel ofexperts selected and studied in detail 42cases to recognize in this report and to benominated for the GovTech Prize 2022.Anindependent jury will select the winnersfor each theme of the Priz
