Human rights defenders and mediarepresentatives are increasingly subject to legislative, judicial and administrative restrictionswhen performing their work and face risks to their ownhuman rights. As commented by theUnited Nations’ Rapporteur on Human Rights Defenders, all too often, they are subject toharassment, delegitimization campaigns, threats, unlawful surveillance, censorship, andsometimes arbitrary detention, and risk to their lives.7Human rights defenders oftenperform their functions within civil society organizations that play a critical role inimplementing a wide range of human rights. The freedom of those organizations to pursuetheir objectives is inseparable from that of individual human rights defenders. 5.FIFA acknowledges that human rights defenders and media representatives play animportant role, including in supporting the organisations’ efforts to implement its human rights responsibilities and commitments. They bring to FIFA’s attention specific human rightsrisks, which helps FIFA to better understand its potential or actual impact on people. Theyact as legitimate representatives of people affected and support FIFA’s own efforts toaddress specific situations. Furthermore, they are an additional source of scrutiny on thirdparties, including governments, business and other actors, whose actions may have anadverse impact on human rights and be related to FIFA’s activities. C. Policy framework and overall commitments 6.FIFA’s applicable policy framework is based on the recognition of the important work ofhuman rights defenders and media representatives and on FIFA’s responsibility to respectthe rights of everyone affected by its activities in accordance with the UNGPs.FIFA highlightsthe importance of respecting and protecting the rights of human rights defenders andmedia representatives in its Human Rights Policy. Under paragraph 11 of FIFA’s HumanRights Policy, adopted by the FIFA Council in May 2017, “FIFA helps protect those who advocate respect for human rights associated with itsactivities...[and] will respect and not interfere with the work of both human rights defenderswho voice concerns about adverse human rights impacts relating to FIFAand mediarepresentatives covering FIFA’s events and activities. Where the freedoms of human rightsdefenders and media representatives are at risk, FIFA will take adequate measures for theirprotection including by using its leverage with the relevant authorities.” 7.In accordance with UNGPs, the scope of FIFA’s responsibility to respect and help protect therights of human rights defenders and media representatives includes situations where FIFAmay itself cause or contribute to a potential or actual adverse impact through its ownactivities and where a potential or actual adverse impact is directly linked to FIFA’s activitiesthrough its business relationships with third parties. 8.FIFA works, as a matter of priority, to take measures to avoid causing or contributing toadverse human rights impacts on human rights defenders and media representativesthrough its own activities.
