OECD SURVEY ON DRIVERS OF TRUST IN PUBLIC INSTITUTIONS-2024 RESULTS © OECD 2024ForewordThis report provides a comprehensive perspectiveof what drives trust in public institutions in 2023 byasking people in 30 OECD countries about theirexperiencewith,and expectations of publicinstitutions at all levels of government. The OECDSurvey on Drivers of Trust in Public Institutions(Trust Survey), which provides the original data forthis report, was implemented in 30 OECD countriesinOctober and November 2023,following theinaugural 2021 wave that included 22 OECDcountries. The questions in the survey build on theOECD Framework onDrivers of Trust in PublicInstitutions, developed over the past decade by thePublicGovernance Committee.The 2023 TrustSurvey asked the same set ofquestions as in 2021,allowing for comparisons in the evolution of resultsover time. A few new questions were introduced,allowing for a deeper understanding of the results.The Trust Survey serves as a foundation for theOECD’s Reinforcing Democracy Initiative. Launched at the 2022 OECD Global Forum and Ministerial on“Building Trust and Reinforcing Democracy”, theReinforcingDemocracyInitiativeprovidesevidence-based guidance and good internationalpractices to help countries reinforce democraticvalues and institutions.The countries which opt in to participate in theTrustSurvey do so with the aim of betterunderstandingpeople’s expectations of theirdemocracies and identifying ways in which they candeliver better for people through improved publicgovernance.
